Patricia Wartell is President and Owner of Wartell Consulting, LLC – a WOSB. Established in 2009, Wartell Consulting provides security design for private and public facilities to mitigate intelligence, espionage, criminal and terrorist (eg. IED, VBIED, PBIED, ECP and Chem/Bio) compromise. We provide advice and guidance to public and private organizations in the areas of Security Analysis, Risk Assessment, Security Technology and Operations with a focus in the areas of Explosives, Infrastructure Protection, Disaster Management, and Chemical Biological Radiological and Nuclear countermeasures.
Patricia Wartell has over 40 years of Intelligence and Security Community experience, as a Senior Executive and technical manager. She has a strong management background with technical and programmatic expertise in the MASINT, weapons of mass destruction, and physical security, and facility protection and certification arenas. She has extensive overseas experience including assignments in hostile and denied areas conducting technical and security operations
Mrs. Wartell retired from the Central Intelligence Agency in 2001, following successful service in the DST, DA, and DCI’s CMS with extensive DO and DI experience. She has extensive experience with commercial, not-for-profit, academic, and governmental sectors; leading and managing successful multi-agency programs and significant budgetary and planning experience and extensive contracting and acquisition experience. Following retirement, she gained substantial experience in the commercial sector most recently as a Senior Strategy Manager for business development activities in the Intelligence, Military, and Commercial market spaces for Veridian/General Dynamics and SAIC.
Mrs. Wartell is a co-founder of the Wartell Consulting Consortium. The Consortium, established in 2013, represents a trusted group of large and small niche companies addressing a variety of commercial and federal security requirements. Companies within the Consortium provide services world-wide, ranging from A&E to construction, from Counter Intelligence to Personal Protection, from Cyber Security to Physical Security, and all aspects of ‘special event’ venues.
Mrs. Wartell holds both a Bachelor of Science degree in Biology and a Bachelor of Arts degree in Chemistry from Wright State University. She has an active TS/SCI and is cleared thru TS in JPAS.

He has managed both defensive and positive operations activities with concentration on protecting assets in the overseas environment. He was the Intelligence Community expert on risk assessment and risk management in facility physical and technical security and currently represents industry in many government forums.
Mr. Wartell retired from the Central Intelligence Agency in 2002. His final assignment was as Associate Director of the DCI/Center for Security Evaluation where he managed the DCI’s physical, technical and counterintelligence security oversight of diplomatic construction, worldwide – to include the US embassies in Moscow and Beijing. He was the Intelligence Community expert on the risk of surreptitious entry and had oversight of the US Government technical and HUMINT threat assessment process.
Mr. Wartell spent four years as Vice President of Global Security and Director of Special Projects at Goldman Sachs where he provided facility physical and technical security design including the new $2.1 billion Goldman Sachs headquarters building in NYC; data centers in the US, Hong Kong, India and UK; and site selection and risk assessments for facilities worldwide. He was liaison to the World Trade Center Master Security Plan design committee and Goldman representative to the NYPD Lower Manhattan Security Initiative. He led efforts in selecting and testing curtain walls for blast resistance and was the private industry representative to the DOD/TSWG/Blast Effects Working Group.

John McKinney is the VP of Operations at Wartell Consulting, LLC - WOSB. He has over 18 years experience supporting U.S. Federal, DoD, IC agencies, International Governments, and private enterprise. His experiences focus on Executive Management, Business Development, Research and Development, and Program Management in the fields of physical security, blast mitigation, CBRN, all hazards risk and vulnerability assessment, select agent threat and handling, Military Operations in Anti-terrorism and force protection environments, and Federal and the Department of Defense contracting. Mr. McKinney has served as a focal point for interagency and international rapid R&D relating to combating terrorism technologies in the Physical Security, CBRNC, and Blast Mitigation areas.
From 2010 – 2014 Mr. McKinney was the Director and Chief Operating Officer of a foreign-owned, Virginia-based, Small Business focused on Blast Mitigation, protective infrastructure and force protection. From 2005 -2010 Mr. McKinney was a Senior Program Manager at the Technical Support Working Group / Combating Terrorism Technical Support Office (CTTSO). He was responsible for field liaison with Special Operations, conventional forces, NATO, and Intelligence Community assets in Afghanistan and validated field requirements for R&D efforts. Previously Mr. McKinney worked in various CBRN detection and policy positions, supporting the USDA’s Select Agent and Importation Permitting Office, and the US Navy’s Biological Detection Research Directorate.
Mr. McKinney’s intimate knowledge of current military field requirements and the current status of many force and blast related requirements is grounded in his service as a US Marine, Security Forces/Infantry, and his continued and current liaison efforts with US and International forces deployed to various theaters. He is familiar with and has numerous certifications and qualifications in Field, Laboratory and Operational areas.
Mr. McKinney has been instrumental in the formulation of the Wartell Consulting Consortium, a collaborative effort amongst 24 companies assembled to provide comprehensive security solutions to Public and Private security clients.

Joe Lawless is the Business Development Manager at Wartell Consulting, LLC - WOSB. He has over 25 years’ experience in Project Management and Business development. He has served as a Senior Executive and Company Director and has extensive overseas experience working with multi-national companies in Europe, America, Middle East and East Asia.
Mr. Lawless previously worked with a UK based Defense Company providing Program Management on multiple DOS and DOD contracts for the US Government in Iraq and Afghanistan. He has experience in managing successful IDIQ contracts in support of Operation Enduring Freedom-Afghanistan resulting in multiple strong CPARS ratings.
Previous business experience has seen him set up and develop companies working within the construction industry, both in the commercial and governmental sectors, with client liaison and portfolio management his key focus.
Mr. Lawless is PMP and Prince 2 Certified, and is a Member of the Institute of Directors, London.
Mr. Lawless previously worked with a UK based Defense Company providing Program Management on multiple DOS and DOD contracts for the US Government in Iraq and Afghanistan. He has experience in managing successful IDIQ contracts in support of Operation Enduring Freedom-Afghanistan resulting in multiple strong CPARS ratings.
